Plastic Waste EPR in India: Registration, Targets & Credits
18 June 2026
If your business introduces plastic packaging into the Indian market, the Plastic Waste Management (PWM) Rules, 2022 make you responsible for collecting and recycling an equivalent quantity. This applies whether you manufacture the packaging, import packaged goods, or sell under your own brand — collectively known as PIBOs.
Who needs Plastic Waste EPR?
- Producers of plastic packaging and carry bags
- Importers of products in plastic packaging
- Brand owners selling plastic-packaged goods
The four plastic categories
- Category I — rigid plastic packaging
- Category II — flexible / single-layer or multi-layer packaging
- Category III — multi-layered plastic packaging (≥1 non-plastic layer)
- Category IV — plastic sheets and compostable plastics
How registration works
- Category-wise registration as a PIBO on the CPCB EPR portal
- Calculation of your EPR target from procurement data
- Procurement of plastic credits from registered recyclers
- Collection, recycling and end-of-life documentation
- Filing of accurate annual returns
Documents you'll need
- GST certificate
- Plastic procurement / sales data
- Category-wise plastic breakup
- Invoices
