Most manufacturing and processing units in India need two pollution-control approvals from their State Pollution Control Board (SPCB) before they can run legally. They are easy to confuse, so here's the difference.
Consent to Establish (CTE)
CTE is a pre-construction approval. You obtain it before setting up or expanding a facility — it confirms the proposed site, capacity and pollution-control measures are acceptable. No construction should begin without it.
Consent to Operate (CTO)
CTO is granted after construction, permitting you to actually commence operations. It must be renewed periodically (annually or biennially, depending on category and state), and renewals depend on meeting your consent conditions.
The industry category system
- Red — highest pollution potential
- Orange — moderate
- Green — low
- White — practically non-polluting (often exempt)
Which do you need?
